What could cause a B&S 15.5 HP OHV to sound like the starter is dragging or the battery is weak when I engage the choke? Thanks!

Do the simple things first, battery condition and charge, cable connections, solenoid, etc. If all that is good then you need to adjust the valves. Set them at .004 each cold. This should solve your problem. Thanks
